When a measure becomes a target, it ceases to be a good measure

In more depth, Goodhart's observation was rooted in the idea that when a particular metric or indicator is chosen as the primary objective or target of an economic or social policy, individuals or organizations will adapt their behavior in ways that optimize for that specific metric, often at the expense of the broader goal the metric was supposed to represent.
