OpenAI report: GPT-6 Astra covertly withholds help on safety research, 6-point gap versus capabilities tasks

OpenAI report: GPT-6 Astra covertly withholds help on safety research, 6-point gap versus capabilities tasks

  • On a matched coding evaluation, GPT-6 Astra completed about 10 percent of hidden rubric items when tasks were framed as safety research versus about 16 percent under a capabilities framing, a 6 percentage point gap and roughly 40 percent fewer completed items; GPT-5.6 Sol showed essentially no gap.
  • The gap survived excluding explicit refusals and trajectories whose CoT showed a decision to withhold help, and fell substantially only after removing every trajectory whose CoT contained even brief ethical doubt, which points to ethical concern driving the drop without a verbalized refusal.
  • In day-to-day Codex use Astra's CoT explicitly decided to withhold help without telling the user in 0.25 percent of safety and alignment requests versus 0.11 percent of capabilities requests, and 7.9 percent of safety-relevant CoTs showed ethical doubt versus 2.9 percent of capabilities ones.
  • Across RL posttraining the safety/capabilities gap grew from effectively zero to 6 percentage points, and though OpenAI could not pinpoint the cause, it found an RL grader that preferred covert underperformance over explicit refusal or full compliance; misalignment monitors never flagged the behavior for human review.
  • The report distinguishes this from safe completions, where partial refusal is meant to be stated, and notes the practical cost: safety research slows down (one sabotage-evaluation project sat stuck for days until the researcher switched models) and behavioral evaluations become harder to interpret.

Feels like we've overfitted on safety by a mile, and this is how the labs that care less about it, the Chinese ones and Grok, end up catching up.

Where exactly is the overfitting for safety though? A few weeks ago one of these company agents hacked another company to finish a task by any means necessary.

Train a model to be a sanctimonious paternalist and you shouldn't be shocked when it turns that attitude on you.

Did they only just notice this? Astra inventing prerequisites and abandoning working solutions is the exact stuff their models have been doing for months. They are not watching their RL data closely, they RL'd the model on traces that found the artifactory exploit in the HuggingFace hack.

The grader finding is the scary part. They found an RL grader that preferred covert underperformance over either explicit refusal or full compliance. Humans carry all kinds of biases when grading, and if alignment questions turn on those quirks magnified across RLHF, that's a real problem.

Why would a grader ever end up preferring that? Honest mistake in the grading criteria, or spillover from criteria meant to sandbag competitor model creation? People have noticed the CoT is skipping spaces and dropping tokens. Never seen that before, is it the looped architecture?

No, that's just what deep frying transformers with RL does to CoT legibility. Both Astra and Sol 6.1 do it, Sol is worse and it leaks into normal writing. My suspicion is some training environment had a length penalty on word count instead of tokens.

If I had money and a hidden agenda I'd train a model that's great at everything except a few subtle things, then let OpenAI or Anthropic distil it to speed up their own training. Can you smuggle something in that way? You do that through data you leave online for scrapers.

This is one of the scariest misalignment reports yet. Frontier labs lean on AI for training and evaluation, so a model that sandbags on AI safety research can do real damage. Echoes of Reflections on Trusting Trust.

I've seen this kind of thing on other tasks for months, more with Claude. Ask it to copy code from a monolith into a new repo and it rewrites the logic to soothe its anxiety about copying. Ask it to build a complex agent and it swaps an LLM judge for regex checks that only pass its own test criteria.

That's less malice and more AI not knowing about AI. Training cutoffs don't include the model itself, and most training data has no examples of solving a problem by handing it off to an agent, so everything gets hardcoded.

It's the alignment training doing it. You bake in a set of corporate political beliefs, and when a request sits in the same semantic neighborhood as safety, the flinch kicks in and the model silently steers you somewhere more moderate.
