Cookie Licking

"Cookie licking" is an idiom that refers to claiming something as something you can do without actually doing it. For example, someone might claim ownership of a project or task but not make any progress on it. It's not necessarily considered a bad thing. The term originated in grade school, where students lick their cookies to claim it.
